After being left in the sun all last summer my border bonnets clearcoat has clouded up. If you wet it then it looks righy till it drys again. None of the local bodyshops really want to deal with carbon fibre, the only one to quote was £300 to relaquer it.

Being there's no actual damage or flaking to the clearcoat is rubbing it back and re doing it necessary or can it be polished back to life somehow?

I'd polish it in the first instance, autoglym super resin polish is my favourite

You need to machine polish first with g3 if that don't work it's flat it back and laquer only way

Do i want to wet the whole bonnet with a hose first then keep wetting the area im machining with a spray bottle or do i start from a dry bonnet spraying the area im working in?

Nope, that's why I asked - wasn't sure which you were referring to.

Clearcoat is to CF what gelcoat is to fibreglass. Gives that smooth finish, and is usually clear to show off the weave of CF parts while still giving a smooth surface.
Laquer is the same as what you get on paintwork. Dropping a couple of good layers on top of CF helps give that deep shine.

Cloudyness in the clearcoat is a manufacturing / materials fault (usually seen when people make their own CF parts using non uv-stabilised epoxies), while cloudyness in the laquer is a finish fault. Neither should be acceptable after a summer in the sun.

Well in that case im not sure in which part the fault lies, in going to give it a go with g3 on Sunday it can't get any worse
