Can't remember which brand of 1mz you got as it was so long ago now, some have lambda sensors and some have AFRS sensors, the lambda ones are powered up automatically within the loom, the AFR versions need a relay feeding them.

Do the power test first and report back.

    Ok latest update
    So I followed Paul advice
    Disconnected both o2 sensors.
Both heater circuits read 13.6 ohms which I assume is ok based on what I can find online
I get 12v at one of the car side pins on both sensors.
I also disconnected the throttle position connection and checked it.
Started the car and instantly got 0.9 v at both sensors which started to fluctuate once the system went to closed loop.
All this seems to be working correctly now.
I will take it for a run over the weekend and monitor the readings once it gets warm but it seems like it has fixed itself for now or I had a loose connection.
