I hate all southerners. As a point of reference, I'm stood at the north pole.
Might be a water pipe? We sometimes bypass parts of the throttle body heater plumbing and you are left with bits like that.
Stick a bit of rubber pipe on it, blow down it and see where it come out (or doesn't!)

Well had another look & it doesn't actually go anywhere it's about 4" long.
