1mz/safe mode

The cars going in for a stand alone in the next fortnight. The harness has been made up but when I got the car back it had a slight misfire, this has now developed into the car not reving past 3000 rpm and running rough. If it goes past 3000 rpm it just dies, possibly it could be in safe mode. Has anyone come across this problem in their swap? It could be that there's a wire come loose, I couldn't find any obvious thing wrong with the plumbing.

I'm trying to get hold of a OBDII reader and software.

I take it they removed the loom to make up the new one? I would think someone switched on the ign without all the sensors plugged back in and you have a safe mode as you say. Disconnect the battery and re connect and see if it clears?
Not sure of the OBDII will clear after a power off of a stored fault or active fault.
